All nonmagical light-sources in the area are extinguished and cannot be lit for one hour. Magical light sources are allowed a save vs. disintigration, and on a failure, the light is snuffed out (the item is not destroyed). Magical light sources can repeat the save every turn with a +4 bonus, and re-light if they succeed on the save. If they fail every save for an hour, the spell ends and magical lights are re-lit.

The Dark Creepers are known to possess this as a spell-like ability.
