The target creature hears every sound echoed and reverberated in their mind, deafening them and incapacitating them.

Every sound that the target hears for the duration echoes loudly in their mind, making it difficult to pick out individual sounds or words.

The constant distraction imposes a 2-point penalty on attack rolls, saving throws, and armor class (or a 1-point penalty if the target makes a save vs. spell). A silence or deafness spell ends the effect (but also causes the target to be unable to hear).

Various targets may react to this spell differently. A creature with especially keen hearing may be debilitated by the spell, cowering with their hands over their ears, or retreating to a quiet place.
