A character with this proficiency knows much about the history of a particular region (a small country or large province in scale). For instance, the character knows when the ruined tower on the hill was built and who built it (and what happened to him), what great heroes and villains fought and fell at the old battlefield, what great treasure is supposed to be kept in a local temple, how the mayor of the next town miraculously grew hair on his balding pate, and more.
When the character encounters a situation where the proficiency might provide some insight, the DM can have the character make a proficiency check. If successful, they will give the player the history.
The character can also relate these stories to others. A successfully amusing telling, or a successful proficiency check, grants the proficient character a +2 bonus to their Charisma score for the encounter.

Telling these stories to local NPCs grants the character a +2 bonus to their reaction rolls. If a specific event comes up, a successful proficiency check indicates the character knows some bit of information about it.
A character with the Obscure Knowledge trait adds +3 to their proficiency rating.
