The subject can endure cold down to freezing temperatures without discomfort, regardless of what they are wearing. Damaging cold, such as an ice storm spell, is saved against at +3, and all damage taken is halved (thus reducing damage on a successful save to 1/4, and reducing damage by 1/2 on an unsuccessful save).
