The spell creates an burst of gray, shadowy force that leaps from the caster to the target. The spell hits if the target is in range, visible, and in a straight line from the caster - otherwise, the spell misses (though it may hit some other creature who happens to meet those criteria if the original target is gone).
A hit target makes a saving throw vs. spell. If successful, they take 1d4 points of damage. If they fail, they take 1d6 points of damage, plus one point of damage per caster level. Also, until the end of the round after the burst hits, the creature is wracked by pain, taking a -1 penalty to AC, attacks, saving throws, and ability checks.
