A character with this proficiency can make weapons from metal (especially bladed weapons). Using the proficiency requires access to a fully equippped smithy.
Time and Cost to Create WeaponsEdit
Weapons are typically created as average quality. Using rules from The Complete Fighter's Handbook, weapons of other qualities can be constructed.
In a hurry, a weapon can be constructed as a poor-quality weapon. This kind of weapon breaks when used with an attack roll that is 5 or less, takes a -1 penalty to attack and damage, and the crafter has a +2 bonus on the check to craft it.
With more time and care, a weapon can be created that is fine quality. Fine weapons get a +1 to hit or to damage (but not both), and the crafter has a -2 penalty on the check to craft it.
A truly exceptional quality weapon can be constructed with lots of time, and this weapon gains a +1 to hit and to damage. The crafter takes a -4 penalty on the check to craft it.

A character who wishes to make a weapon of exceptional quality can make a proficiency check when finished crafting the weapon. If the check fails, the weapon is useless and the crafting process must begin again (the metal can be salvaged, however). If the check succeeds, the weapon is worth 50% more than the typical example.
Dwarves get a +1 bonus with this proficiency.
Complete Fighter's HandbookEdit
A character with the proficiency who oversees the crafting with two apprentices can cut the time in half.
If the crafter fails the check by 4 or less, the crafter creates the weapon, but it is flawed -- if used in combat, the weapon breaks on an attack roll of 5 or less.
